Then he just uses it to swing around New York City and tie up bad guys. All his money woes would be over with just one licensing deal with Oscorp. His best friend even runs the company so he could stipulate how they use it

If it has or recently (evolutionarily speaking) had wings, it’s a pterosaur; there are several that look close enough to pterodactyls that they get lumped together in media. ‘pterosaur’ is literally ‘winged lizard’

Uhhh no villain ever gets consent for their plans? So if that’s the only base, this is the least villainous villain ever.
I think non-consensually modifying people’s bodies (and minds, because who knows how a human mind maps on to a dinosaur brain) is pretty top-shelf villainy. People have body dysmorphia over body shapes human normally have. Toss on leathery skin or scales, and people will be offing themselves if there’s no fix.
Think about the villain from Wonderwoman 1984. He got consent (in the form of wishes) all the way.
