If you want to build the best building you gotta know every detail about how it’s made, which you can only get close to by hiring competent consultants (i.e.: architects, engineers, etc) Because if you’re not specific about what you want, you can bet your ass you’re getting the cheapest version.

That’s what sucks about Civ (and EU4, HOI4 and the like for that matter) — once you figure out how it works and you start winning it becomes boring in single player.
And then for multiplayer it’s hard to find someone committed to playing for long stretches of time consistently.
IMO games where losing is fun is where it’s at, like Crusader Kings, Rimworld and Dwarf Fortress.

You’re effectively proposing government subsidized housing as well as a direct tax on rental income. As in the landlords are encouraged to charge less for rent because the government is chipping in by covering a percentage of their tax, resulting in lower rents for tenants. Under this system, people’s taxes would pay for everyones rent.
Not a bad idea. In fact, it probably exists somehow already under some governments.

The reality is that it’s energy being taken away from the overall grid, requiring a larger grid and thus prolonging our dependence on non renewable energy while we build up renewable sources.
If we weren’t so wasteful with our energy we wouldn’t need as much of it and it’d be easier to go fully renewable.
