Are you sure? A billion condoms sounds like the right amount. If you only use one condom per day and have a population of 1 million people adult men, that’s only 1000 days worth of condoms.

Even if they were, shouldn’t they be overjoyed at the prospect of “less terrorists”? You can’t beat 0.05 a pop for that goal in any possible way - a bullet is more expensive.
They also want to outlaw birth control. It’s not like anything they say or do is in any way rational.
It might be different when they can use it for eugenics and genocide though.
