Every time trump dodges a question, the very next reporter should ask that same question. If he ends the interview, then the next interview should start with that question. Nobody asks a different question until trump answers that one.
There was an press conference in Germany or the Netherlands with the US ambassador a few months ago when the ambassador refused to answer a question from one reporter only to have in repeated by the subsequent reporters until he ended the conference too early.
I don’t remember the topic, just that the ambassador got quite annoyed at not being able to avoid answering.
One caveat, same question followed by “and why did you dodge that question the last time it was asked?”
Newsmax and OAN will happily give him a softball instead. And then ABC and the rest get banned from future press conferences (at least until they sue and courts order them allowed back, again).

Its about a month since John Lyons of the (Australian) ABC asked Trump a question and he responded by telling him he was “hurting Australia”.
