First of all, are you implying 13 billion dollars is nothing?
And second, kids and unemployed don’t pay taxes, so it’s closer to $85 per tax return filed.
It’s a lot to recipient countries because the American economy is whack, but in terms of American tax revenue, yes it is nothing.
It’s also “do as we say.” There’s a reason states refuse US aid.
