I think that number is an extrapolation of the energy density with typical battery pack weights.

A Tesla 3 has a GVWR 4,700-5,100lbs with 1,000lbs of that being a battery that gives you ~260-300 miles of range. They could get that down to ~150lbs of battery and maintain the same range. For context, 10 gallons of gas weighs like 63lbs.
