So the ISP redirects the request from the primary host to the CloudFlare cache under some conditions? but wouldn’t that be ineffective at blocking the sites of the browser still attempts to pull from the primary host first? I’m assuming this must be mediated by the ISP somehow otherwise it would just be a browser setting to only pull from the primary host of the domain.
I don’t understand how CloudFlare is intermediating the traffick in this case. How can CloudFlare block the sites if they aren’t hosted on CloudFlare or using CloudFlare services? Are they acting as an ISP in the UK?

Ready Player One much? I notice they dont say the dimensions of the units in the article.
It looks like to modules might be wider than CONEX containers, which in my mind is a necessity for these to be liveable. the width of a CONEX is too narrow after insulation and wall cladding to be practical.
That said, with modular prefab housing blocks like this the big big advantage is speed of construction, which makes it so that the financing of the building doesn’t have to cover a multi-year gap between permitting to first leases, making these buildings much more cost effective and easy to finance. This version is basically the simplest possible approach, but there are much more esthetically pleasing ways to build this type of building and keep the same advantages.
There are free clinics in some areas specifically serving these communities for this reason. Disproportionately impacted by thr disease, and more likely to be unable to pay due to economic disadvantage.
I’m wondering if this in part has to do with hitting average efficiency targets. By nerfing this car for most users, who won’t really care or notice the difference in urban driving, they carve out more tollerance for lower efficiency in their SUVs/ICE cars while still hitting the average efficiency spec that gives them some government incentives and marketing opportunities. $700/car for a lifetime subscription is not a huge economic motivator in the scheme of things.
