They will have full citizen rights, but have not paid any taxes (sales, property, fees - assuming there have been no income taxes to pay). Meaning the US taxpayer spent money to send them away and now is now “in the hole” because the US citizen is entitled to public services from day one.
Say these kids stay in their parents’ country until 18, then come to the US since they are an adult, so it is easier to function on their own.
