From reading the article, no. The Coast Guard shot at him, he hit two bystanders, and one other person was struck by a “fragment”, which is probably a ricochet or fragment of truck or bullet.
The Coast Guard did not give chase because that would be out of their jurisdiction.
It does appear that two people were hit by the truck not bullets like I’d assumed, but there were police there not just Coast Guard personnel.
