The first time he pulled any funding the US had for foreign pandemic prevention because Republicans don’t see the point of spending money on another person. Just a year and a half before COVID started actually. Because they know better than anyone else that infections unlike illegal aliens respect international boarders and an endemic in Asia can never become a global pandemic that reaches American shores.
