I believe it’s Deuteronomeme 2:13:

And it came to pass that a man encountered an angel of the Lord in his distress.

And the angel said unto him, “Stop hitting yourself. Stop hitting yourself.” But lo, he could not. For the angel was hitting him with his own hands.

Thus, the man beseeched the heavens for deliverance, crying out in pain and confusion.
